The simple fact is Half-life is the most user friendly. You can get more design help and tutorials, then any other engine. Plus it's also the BIGGEST FPS game community.
Of course if you made such a thing, would it be step based or full movement?

I guess you can do that if you want, but I don't see the need for game cheats unless you want to say "look at me im l33t, w00t!". :)
I would rather see people trying to make an editor for an engine by hacking it, then just trying to create a cheat.

You might be able to find a good saturn emulator. As time goes on emulators get better and better. They can emulate N64 pretty good now and playstation is also fine.
