Before going to the link and read the article, I would tell this reminds me a game called "You Have to Win the Game", which looks like an old 4-colors platformer through a CRT TV .... and that game was done by Pirate Hearts where you link to.
Very interesting to know how it's done.

related to this. This game's pixel art is pretty cool.. it's interesting to see how well some newer methods of doing glows and atmospherics seem to fit well over top of it..
