Maxwell was the one who put together known results about electricity under a set of equations.
A facinating point -at least to me- is that Hamilton a mathematician had just developped the maths, a pure math work unaware it was going to be used by physicists.
Maxwell equations came out in 1865. Quantum mechanic and relativity came later in the 1930's.
