Clarification of Shooters (or counters!) please

In CSBUild, on the Shooter dialogue box, it states "A Missile launcher is activated by any message (Set, Clear or Toggle) ariving at its location/position".

This can't be right. IN CSB, there's a shooter at 6(11,28) that stops after 25 activations because it's filtered through a counter. The counter sends a 'set' message if 0 or a 'clear' message if non-0 to the shooter.

If the statement above is true, the shooter would not stop when the counter is at 0, surely?

Or have I misunderstood counters too?

when a counter zeroes it dies, or at least stays locked in it's zero state. and doens't send any message again
