'Sorry not implemented' message creating actuator in CSBuild

Created a wall object with 'wall switch special object' 'only if last actuator' 'delete if activated'. An error message comes up 'sorry not implemented' and the actuator isn't created.

But this is a type that exists in DM! (part of the freeing firestaff in DM) The only difference is that one is in a disabled wall object, wheras I had it targetting something

For some reason if I look up the one i nthe DM dungeon, the it shows the last actuator/deactivate after dialogue box open, but the flags for both are not set... I think it might be misreading the values and mis-implementing them?
