Do caracteristics still progress after being an archmaster?

I still have 2 problems
-Firstly, i still can't my chamion stat in game. I just can modify a "champion into his mirror"
-Secondly, i've changed a champion stat by using CSBuild. I put all skills at maximum (255 every where). It worked, but after a few time playing my skills' champion still improved (in my case it was dexterity).
The problem is that my dexterity's champion improve a little bit too much and went over the maximum required. So my dexterity felt to 0. I had a very good champion and after a few time playing the worth champion i ever played
Is there a way to make my champion not improve anymore when he is at his maximum ?

CSBuild307.zip enforces the maximum
limits when you are entering values.
It also has comments that tell you what
the maximum values are.
