Skills.txt file found where?

I've seen referecnes to a file skills.txt in connection with the PC port of CSB on various boards around here, but where can I find this file? It's not in any of the PC CSB .zip files.

Here is the contents of this file, written by Paul Stevens:
There are twenty skills that each character can use
and in which he gains experience. I have numbered
them in hexadecimal because that is the way they
are numbered in the ASCIIDUMP.TXT file. For example,
the CONFUSE attack requires skill 'e', a priest skill.
The first four skills are the basic skills reported
in the character's statistics screen. When experience
is gained in any of the skills 4 through 13 then that
experience is also added to the experience in the
associated basic skill. For example, experience added
to skill number 10 is also added to skill number 3.

Each of the skills has two components: a permanent
'experience' component that can only increase and
a temporary adjustment which can be negative as
a result of battle injuries and such.
To determine a character's level in any of the
skills, the following table is used: (Actually, no
table exists. Simply a power of two algorithm.)

5 > 4000 JOURNEYMAN
6 > 8000 CRAFTSMAN

10 > 128000 ` MASTER

12 > 512000 b MASTER
13 > 1024000 c MASTER
14 > 2048000 d MASTER

16 > 8192000 ARCHMASTER
The character's effective level is adjusted by the
possession of special objects, as noted in the table.
This effective level is not used in the reporting
of the character's level but is used when the character
needs the skill to attack a monster, cast a spell, etc.
The Firestaff must be held in the character's weapon
hand to be effective and the other objects must be
worn about the neck.
All skills increase Maximum Hit Points and Stamina.
Fighter skills increase Strength and Dexterity.
Ninja skills increase Strength and Dexterity.
Priest skills increase Maximum Mana, Wisdom, Anti-Magic.
Wizard skills increas Maximum Mana and Wisdom.

was the file by any chance cut off? Just wondering and I'm confused by the word "firestaff" appearing in every line of the skill names, I thought it would be different.

I copied / pasted all the contents of the file, nothing missing.
The Firestaff is on every line because it adds a bonus to every skill (+1 level or +2 levels if completed with the power gem)

sorry, but I was under the impression it would actually talk about what increases what skill, such as casting a fireball spell will increase a certain wizard skill while climbing down a rope will increase a ninja skill.

I've always wondered, whether "The Hellion" was of any use. So it seems, that it is not, is it?
