Does wearing a pendant feral result in an increase in the experience needed for Wizard Levels? You gain one level, so you probably have the new level's requirements in advancing a level.(multiplying it by two)
I seldom wore it, because I didn't know....
Well, it certainly has some effects, but this far down it is more or less useless, so could it be a bad item.

(hellion would be also bad, because you could wear it instead of ekkhard cross, and it has no benefit(should be a powerful item on lv 13...maybe not implemented)

As far as i know, you are still gaining your usual experience underneath, you just have an advance in level to the rest of the game mechanics
there is no harm and all the benefits of wearing it during, such as increased spell strength and reliable access to the next spell level

the helion, as you say, seems to have meant to do soemthing, but is uncoded...we always look to gambit to see if he shook free this piece of info for his site : )
