Where its "Copy/Paste"?

Its possible to add a level layout into another level? I mean, copy level 3 and paste in level 14, change some things, repeat...

Nope. And I doubt it will ever be possible. Unless someone
convinces me that many people are each going to save at least as
much time as it would cost me.
