Triggers on stairs

I'd like to create an effect that requires a trigger on stairs, but it doesn't seem possible to put triggers on stairs and have them party activated. I've tried re-ordering the triggers in the text file (stairs first or trigger first) and it made no difference.
Is there any way of getting around this? If not, would it be possible to add support for this?
