Capes like the one dropped by the first vexing vexirk could be worn on the torso AND/OR the neck in FTL as well as earlier RTC versions. Due to the new equip rules you can only wear it on the torso now.

George, please allow capes back for the neck too (doesn't matter much for the simple cape, but for the cloak of night that would matter I think; I hadn't yet the opportunity to check the cloak of night separately though).

PS: Only the cape is not working properly, the cloak of midnight is still capable of being worn on the neck and the torso.
