[Not a bug] ACTION_COUNTER_SET_0 doesn't work.

It is as writing in Subject.
but it is a small problem because it only has to use other number.

It's a big problem as counters only activate at zero...

How do you know it isn't working?

I was using counter as a flag for relay.
Relay that works by 1 or 0 changes.

However, I solved this problem.
When strength of ACTION_COUNTER_SET is 0, strength of attack method of arms etc. is used.
If strength of attack method is adjusted to 0, counter becomes 0.
This feature can be used for something.

This isn't a bug. 0 is a special case.
