'Can be' is the key phrase, I don't think highly of humans as a whole. There are the few with no power who have inspiring ideas and could change the world, and then there are the powerful who don't want it to change or are to greedy to care. If you want to call that German... But yes, Austrians do speak German, there is no such language as Austrian (though they use some words that are non-existant in Germany).
