An uncompression utility will uncompress a compressed file. This is as specific as I can get since you haven't mentioned what you want to uncompress.
The two most commonly seen compressed file types (in the MS world) are ZIP and RAR. To uncompress, get WinZip or WinRAR. (Not sure if WinZip handles ...

DM/Atari install help please
I've got the STeem files installed, the TOS files, and the DM for ST files. All are extracted.
