Yeah, I've seen this before. It's interesting certainly, but I'd say that it doesn't mean you can ignore good spelling or good grammar!
We have rules to make comprehension easier, and anything that gets in the way slows down that comprehension. You might be able to understand the above gibberish, but I'd wager that your comprehension time is significantly slower than if it were spelled correctly.
Heh, that thing has come up so often - I've read in more than once place that it's entirely untrue that it was based on a study from Cambridge University, and that the person in charge of language stuff there was somewhat surprised to read it, or something.
