Mana regen

I just went in to test something else on the PC DM (place valuable on the floor) and found out something else.

Mana regeneration on characters with very low mana (6 or 7) and no magic skill (don't know how skill effects it) regen mana much faster in DM than in RTC, by probably about 5 times faster. Is this design or bug? I would say bug because it makes it a lot harder for these characters to gain any skill in magic arts.
