my reactions aren't as they used to be. Is there
any way to slow CSBforWin or not? Does my CPU
affect the speed?

Your CPU speed should not affect the game speed.
If you put yourself in small screen mode you will see several
timers and counters. The Time should increment 6 times per second.
Misc menu/ Deselect Double Size.
If it is significantly different from 6 per second then something
is wrong and you should let me know. Everything ***EVERYTHING***
is based on that timer.
As far as reaction times. Are you using the keyboard shortcuts?
I play all magic and weapons with my left hand and movement
with my right hand. I'm 61 and a bit slower than I used to be
but practice makes this very easy. Except the Muncher room with
only one Champion. That usually takes me a couple tries and I
tend to avoid the place.
