Creating a new quest I discovered that when skeleton is hit by fireball he stops attacking and don't resume afterwards.
To illustrate the problem I created a test example with skeleton and shooter. Unfortunately, I couldn't drop it on my WWW because of some FTP problems, so I published the file in eMule (popular P2P client) under the name:

Great dungeon example by the way - it helped me spot the problem instantly.
For your general interest, the bug isn't specific to fireballs or skeletons. It affected all monsters which received a massive amount of damage (relative to their health) in a single hit. They now do what I originally intended (run away!).
