[Done for V0.36] Recovery after Fireball should be increased
In the original game, you can't attack with a weapon for quite a long time after casting a fireball. This downtime is longer than after casting other spells like OH VEN (Poison Cloud) for example. I think this increased downtime after casting a fireball provides an interesting balance, since fireball is definitely the most popular and effective killing spell. In RTC, this downtime seems very short, and equal to that of other spells. I'd prefer if this could be changed to match the original, so that melee combat with fireballs is more difficult.

Interesting point - I hadn't really considered this before, but it's a good idea.
Currently in RTC, all spells lead to the same (hard-coded) recovery period, but I agree this should be configurable on a per spell basis (and possibly per power level too).
If you let me know what values you think are appropriate I'll add them in as defaults (of course, you'll be able to over-ride them when creating custom spells too...)
