Duration spells and recovery time.

Just a quick question, is the strength of durations spells such as the Magic Footprints and the Freeze Life equal to the length of time that the effect lasts?

Suppose I make an Freeze Life or Footprints that has a spell strength of 30, but also make the recovery time from that action 30 as well. Does that mean the effect will wear off at the exact moment the character can perform another action?
