[Fixed for V.046] Scrolling down creates graphical glitch

[Fixed for V.046] Scrolling down creates graphical glitch

If you scroll down with a mouse-wheel in the editor, but there is nothing to scroll down to, there is a graphical glitch. If you scroll up again, everything is fine.
