That was already the plan (of sorts). RTC already runs off three types of files, Text scripts, *.RTC and *.SAV. My plan was to make the scripts editable and provide a TXT to RTC converter with the editor. That way people could distribute something that was playable, but not editable (as the RTC and SAV formats wouldn't be publicly known).

If designers shoose to reveal their TXT files then so be it, but it gives them the option of not doing it. In short a new DMute style editor wouldn't really be an editor at all, more of an initial designer - once the files were released in their final form that would be it.
