[fixed for V0.36] All monster too fast

I've noticed with the last couple of betas that all monsters are zipping around especially fast - it's making the game very hard.
It seems connected to:
1) The observation that the game is running faster when the party is moving
2) The fact that monsters attack from the back of the tile
In particular rock piles and trolins on level 3 seem to be on steroids -- the rockpiles were madly flipping about as they changed positions on their tiles. Somethings become quite borken me thinks.
